Most colleges have fee waivers but getting them may require you to ask your school though. You could also look for schools that don't charge an application fee. I applied to three that don't have a fee.

This is a link to an article on here about schools that don't charge a fee, if you google it you could find more.

I saw in a comment you made you said your dream school is a community college. Most community colleges in the U.S only require proof you graduated high school or your school transcript if your still a senior. Their admissions are a lot more straightforward. Also this goes for any type of school but if you aren't sure about something you could always email them as they know how their school works in detail. Give them a brief overview of your situation and ask what they recommend you do.

If none of that works you could also start a go fund me. I don't know much about it but basically it is a website that lets you start a page to receive donations from strangers. I would look into that to see if it could work to cover the costs of tests like the toefl.

I wish you all the best, good luck and good on you for working hard for yourself.

If you can save enough to apply to a college do well on your application your need will shine through. In the US students who work hard and have great needs can get a lot of scholarships. While it will be hard it seems like you are a good student and you are willing to put in the needed effort so you will succeed.

Good Luck!

Almost half (or maybe more than half I don't really know) universities/colleges in US or top universities worldwide offer full tuition scholarships. Especially in US, you go through holistic application process. If you show them your great interest in certain topics or field and determination/dedication then it's all free. Sure it's competitive but why wouldn't It be? am I right?. Also If you can provide the necessary documents and information you can receive fee waiver through common app (considering you're an international student).
