1280 is certainly within the 1250-1450 range for UPITT but on the low side.
I don't think you are going to be dinged for submitting 1280.

Your SAT score is low for UPitt but slightly within the range for accepted students. I think it's close enough that you're better off submitting it, since admissions officers generally feel more comfortable knowing your score even if it's below average.

Another important factor to remember is that "test optional" schools are finding that those submitting test scores have very good scores (duh). But what this means is the reported freshman classes the last few years have inflated scores. These aren't indicative of "normal" times. Colleges are accepting people below the freshman range.
In short - submit, it won't hurt you. Also "test optional" is only true for admission. Once you get to the scholarship/aid portion, almost all of them want scores.
Applying test-optional would be better.
