Merit Multiplier won't go over 10?

Quick question, is there a limit on your merit multiplier? Mine is at 10, and despite doing things that said they would give me more, it's still at 10.

The merit multiplier can go up to 50x, but only if you join all the communities and enter the scholarship drawing 5 weeks in a row.

Yeah, actually now that I look into it, I should have a 2x (for 2 weeks) scholarship multiplier, plus 5 from joining a community, and I filled out everything possible, yet I still have 10. Is 50 in fact the maximum?
