I AM FROM BANGLADESH AND THE OFFICIAL RULES SAYS I NEED TO BE A RESIDENT OF THE UNITED STATE
I THINK THAT IT MATTER. IF ANY INTERNATIONAL STUDENT LIVING THERE OWN MOTHERLAND AND IS ELIGIBLE FOR THAT SCHOLARSHIP.ANSWER THE QUESTION

If it says you need to live in the USA then that is what you should go with. If you really want to have a chance then contact collegevine and talk to them.
