When should I start applying to collages? I'm a junior right now in my first semester, but is there a time I should start applying to collages or committing to one? I've seen people apply in senior year, so should I wait until then?

i'd suggest to visit and research colleges around the start of junior year, and start writing essays and applying for colleges around spring. this way you have all summer to write them + more time to add and make changes + more time during senior year to focus on school and extracurriculars. Also, early application deadline is at the start of December, so starting early helps you get ahead

It’s best not to wait until senior year around 3-4 quarter of junior year is the best time, you should be doing college visits and research 1-2 quarter. Waiting until senior year is always an option but it could easily become very stressful, you can apply but not commit until senior year. Hope this helps!

I know that some schools have priority enrollment, so the earlier the better. I would check out the colleges that you are looking at and see if they offer this. I think that you could and probably should start applying now. Also, apply to as many as you in case you don't get into one that you want to. Don't apply late into your senior year because you will have a much harder time getting in.
