Out-of-State acceptance rate for UC Davis?

Hey guys, I don't live in California, but UC Davis has always been a dream school of mine. I've heard a rumor that they lean towards in-state students during the admissions process. Is the out-of-state acceptance rate significantly lower? What additional challenges might I face applying as an out-of-state student?
