Do Any Colleges Offer In-State Tuition for Military Dependents?

Hey guys, my parent is in the military and we've been moving around a lot. Are there colleges that would offer in-state tuition for military dependents? I've been doing some research but it's been kind of hard to find clear answers so any help would be great.
