UMich Test Optional Policies?

So I've been working really hard for the SATs, but my scores aren't quite where I want them. I've heard that some universities have test-optional policies - anyone know what's the deal with the University of Michigan? Are they test optional, and if so, what else do they place a lot of emphasis on when making admission decisions?
