How can I help my high school student develop better study habits?

Hey guys, so my little brother is struggling to get his act together in terms of studying and I really want to help him out. What methods have you found effective for staying on top of homework and test prep? Any tools or strategies would be helpful. Really trying to make sure he doesn't fall behind and stays on track for college!
