Considering joining the military: What's the partnership between the military and HBCUs?

Hey, I've been hearing some stuff about a program where the military sends black students to HBCUs. Could someone give me more details about it? What's the actual program called, and what kind of commitment does the military expect in return? Thanks!

ROTC programs are designed to commission officers into the United States Armed Forces upon graduation. In exchange for participating in ROTC, students can apply for scholarships that cover all or part of their tuition, as well as potentially receive a monthly allowance for living expenses. These scholarships are quite competitive, however.
