Are there 'chill' colleges and which are they?

I'm starting the college search process and while I'm all for working hard, I'd like my college experience to have a good balance. I'm curious about which colleges are generally seen as most 'chill' or laid-back, both in terms of academics and social environment. Any suggestions?
