CSU Schools' Take on Letters of Recommendation

I'm keen on applying to some CSU schools for undergrad but I'm slightly mystified about whether they take into account letters of recommendation. Does anyone have any knowledge on their view towards LoRs? Any insights would be fantastic, thanks!
