Advice on colleges with the most generous transfer policies?

Hey guys! I'm currently debating whether I should start at a community college and then transfer into a 4-year uni after a year or two. Does anyone have any info on which colleges have the best (as in, most generous) transfer policies? Any recommendations or personal experiences?
