High School Funding in Tennessee

I heard a rumor that the high school in Tennessee that spent the most money isn't necessarily the best. Can anyone provide some insight into how school funding relates to quality of education?

For example, higher-income families often have access to more resources such as tutoring and test preparation services which can give their children an edge regardless of the school’s funding.
