Looking for input: Which scholarship programs are known for their flexibility?

Hi guys, I'm trying to make a list of scholarships to apply to in my senior year. I've read that some scholarship funds are quite flexible in terms of what they cover (like tuition, books, room and board, etc.) and where you can use them. Wondering if anyone can give me some insight into which scholarships are the most flexible in these aspects? Thanks in advance!
