What's the best affordable HBCU for out-of-state students?

So I'm from out-of-state and I'm seriously considering attending an HBCU, but I'm on a budget. Does anyone know which HBCUs are known for being affordable to out-of-state students like me? Would really appreciate a breakdown on tuition costs vs. the value of education at these institutions.
