Is UC Berkeley considered a liberal college?

Hi everyone. I've heard that UC Berkeley is known for being quite liberal but I'm not sure what this means in the context of a college. Can someone shed some light on this? What makes a college 'liberal' and is UC Berkeley one of the most liberal colleges?
