When it comes to engineering programs, many factors are important - quality of instruction, research opportunities, motivated peers, and strong job placement rates. Keeping these aspects in mind, here are some states known for their excellent engineering programs:

1. California: Stanford University, UC Berkeley, Caltech, and the other University of California campuses like UC San Diego and UCLA all have highly ranked engineering programs. Furthermore, California's robust tech industry (Silicon Valley) provides plenty of internship and job opportunities.

2. Massachusetts: MIT and Harvard need no introduction, and there are several other good engineering programs in the state including Worcester Polytechnic Institute and University of Massachusetts Amherst.

3. Illinois: Here, the University of Illinois at Urbana-Champaign's engineering program is consistently in the top rankings. But also Northwestern University and the University of Chicago have strong programs.

4. Michigan: The University of Michigan and Michigan State University both have highly ranked engineering programs which draw students from across the country.

5. Texas: This state has the University of Texas at Austin, Texas A&M University, and Rice University which are all known for their strong engineering programs. It's also helpful that there are many engineering job opportunities in Texas, especially in oil and natural gas.

6. Pennsylvania: University of Pennsylvania, Carnegie Mellon University, and Pennsylvania State University all have top-ranking engineering programs.

Keep in mind that college search should not be limited by geography. There are excellent engineering schools spread throughout the country such as Georgia Tech in Georgia, Purdue in Indiana, and University of Washington in Washington state. You should ideally be choosing based on the specific engineering discipline you're interested in (for example, Aerospace, Computer, Mechanical etc.), opportunities for research and internships, affordability, size and type of school, and overall cultural fit. Good luck with your search!
