The PSAT National Merit Scholarship cutoff is actually determined by the National Merit Scholarship Corporation (NMSC), based on the scores from students in each state who took the PSAT in their junior year.
The cutoff varies from state to state and from year to year, as it is based on the top 1% of scores in each state. For instance, in one year the cutoff in Massachusetts might be a Selection Index score of 222, while in California it might be 223, and in Illinois, it might be 219.
The Selection Index is computed by taking your Math, Reading, and Writing section scores (each out of 38), multiplying each by 2, and adding them together to get a maximum score of 228. Cutoff scores typically range from 210 to 223 depending on the state and the year.
Bear in mind that you must achieve the cutoff score in the state where you attend high school, not necessarily where you live.
Also, do note that the PSAT/NMSQT is only one part of becoming a National Merit Scholar. You still need to meet other eligibility requirements, which include an excellent academic record throughout high school, endorsement and recommendation by the school principal, and SAT scores that confirm the PSAT/NMSQT performance.
