How do I decide on my target colleges?

I'm starting to think about where I want to apply and I'm just feeling overwhelmed with all the options. How do you all decide on your target colleges? I have some dream schools in mind but I'm not sure how to narrow down the list to those I'd be likely to attend.

Are there specific criteria you use to make this decision? Does it all come down to where you have the best chance of getting accepted, or do you factor in things like location, campus culture, and available majors? I'm also not sure if I should include some 'safety' schools in that target list. Any advice on this process would be appreciated!
