What GPA Do You Need for Scholarships?

I'm trying to figure out what GPA I should aim for to be competitive for scholarships. Are there general guidelines or does it depend heavily on the scholarship itself? I'm a little worried because I have a decent GPA, but it's not perfect. Is it true that some scholarships balance out GPA with extracurricular activities and volunteer work, or should I focus more on boosting my academic standing?
