Is it realistic to aim for a scholarship if I don't have a perfect GPA?

I'm feeling a bit discouraged because I keep hearing that you need a near-perfect GPA to win scholarships. Is it true that getting a scholarship isn't achievable if you're not top of your class? I'm motivated and involved in plenty of clubs and community service, but my grades are just about average. Are there scholarships out there that value other things too, like volunteering or leadership roles?
