Firstly, you should start with researching universities in Germany and finding a few programs suitable to your interests and qualifications. Germany is known for its excellent universities such as Ludwig-Maximilian University, University of Heidelberg, and Technical University of Munich among others.

To get started, you would need to apply to the universities of your choice, following their specific application procedures, which usually involve submitting school transcripts, language proficiency proofs (TOEFL or IELTS if your native language is not German or English), a copy of your passport, a resume, and motivation letters or essays per the college's requirements.

Germany's public universities are indeed tuition-free for both domestic and international students. However, administrative fees called 'semester contribution' (not 'tuition fees') are charged, which also covers a public transport ticket valid for six months.

There are also a few scholarships available for international students to cover living expenses. The most common one is the DAAD Scholarship (Deutscher Akademischer Austauschdienst).
