What are the best universities with scholarships for international students?

I'm searching for universities that are known for offering scholarships to international students. Considering schools in various countries, any recommendations or personal experiences would be awesome.

In the U.S., some of the Ivy Leagues like Harvard, Yale, and Princeton have generous financial aid programs, often meeting 100% of demonstrated need, including international students. Dartmouth also offers need-based financial aid to a limited number of international students.
