The art programs at various state universities are renowned for their strong faculties and facilities. Here are some highlights:

1. University of California, Los Angeles (UCLA): UCLA's School of the Arts and Architecture offers various concentrations, including painting, sculpture, photography, and ceramics. The faculty is robust, and students have access to state-of-the-art facilities. The Broad Art Center also hosts numerous exhibitions throughout the year, offering student artists a platform for showcasing their work.

2. University of North Carolina at Chapel Hill (UNC Chapel Hill): The Department of Art and Art History at UNC Chapel Hill offers a Bachelor of Arts in Studio Art where students can concentrate in various fields such as painting, drawing, ceramics, or sculpture. The Hanes Art Center has excellent facilities for students like print shops and digital labs.

3. University of Florida (UF): UF's School of Art + Art History, part of the College of the Arts, offers two undergraduate programs - B.F.A. in Studio Art and B.A. in Studio Art. With excellent faculty, a wide assortment of course offerings, and numerous opportunities to showcase artwork in a leading art community, it's definitely a program to consider.

4. University of Texas at Austin (UT Austin): The Department of Art and Art History offers a well-rounded and interdisciplinary experience. UT Austin has excellent studios, exhibition spaces, and digital fabrication labs.

5. University of Michigan (UMich): The Stamps School of Art & Design offers a BFA or a BA in Art & Design. The program is known for its faculty, its focus on research and interdisciplinary study, and has superb facilities.

Keep in mind that the 'best' program will vary depending on your individual interests and goals, so you should also consider the specific concentrations or courses you're interested in, as well as location, campus culture, and other factors when choosing a college.
