I'm considering university options and keep hearing about college advisors. Can someone explain what their role is and how they help students? Are they only available in colleges, or do they work in high schools too?

Once the list of potential colleges is established, the advisor helps the student prepare and present an outstanding application, which typically includes filling out the application, essay mentoring, interview preparation, and recommendation strategy. They frequently walk the student through financial aid options as well, assisting in deciphering and comparing financial aid packages.
