While it's true that many applicants are deferred to the Regular Decision pool for further evaluation, it is also possible for some to be outright rejected. Rejection occurs if the admissions committee simply feels that the applicant's profile clearly does not meet the university's standards, and thus won't be any more competitive in the Regular Decision round.
