Military Service Post-High School: Who Initiates Deployments?

Hello folks, currently a high school junior here with a growing interest in the military life after graduation. I know each military branch has its own unique roles, but does anyone know which branch is typically given orders to deploy first during a crisis or war situation? Any information or resources regarding this would be of immense help. Thanks!
