Each U.S. Senator and U.S. Representative can have up to five constituents (people living in their state or district) attending each service academy — so that would be the U.S. Military Academy (West Point), U.S. Naval Academy, U.S. Air Force Academy, and U.S. Merchant Marine Academy — at any given time. This means that every year, each Senator or Representative can nominate enough candidates to fill their vacancies at the academies.
Generally, this can be up to 10 nominations per slot for these academies, but they can opt to nominate more. Remember though that a nomination doesn't guarantee admission, and the Academies make the final decision.
New Jersey, like every other state, has two Senators, therefore, theoretically, there could be up to 10 vacancies (5 per Senator) per academy per year. The number of available spots for Representatives will depend on the number of congressional districts in your state, of which New Jersey has 12. So each one of those Representatives can also have five constituents at each Academy.
