Easiest State University to receive financial aid from?

I'm starting to look at colleges and am pretty stressed about the financial aspect. I've been told state universities often have more aid available - can anyone suggest which state unis might be easier to secure financial aid from? Please, I need all the guidance I can get.

Another option is the University of Virginia, which also pledges to meet 100% demonstrated need regardless of in-state or out-of-state residency through its AccessUVA program.

Keep in mind that 'meeting 100% demonstrated need' does not mean you'll have no costs to cover, but it does suggest that the university will make an effort to provide you with a financial aid package combining grants, scholarships, work-study, and loans to meet your calculated need.
