The Coast Guard: Is it a Military Branch?

I'm a bit confused friends, I've seen some debates recently about whether or not the Coast Guard is actually considered a military branch. Can someone clear this up for me?

The Coast Guard has a dual mission, it is both a military force and a branch of the U.S. Department of Homeland Security, making it unique among the U.S. military branches. It is responsible for an array of maritime duties, both during peacetime and at war. Examples include maritime law enforcement, search and rescue, and maintaining aids to navigation.

In times of peace, the Coast Guard operates under the Department of Homeland Security. However, during times of war, it can be transferred to operate under the Department of the Navy. This unique structure allows the Coast Guard to fulfill both military and civil functions.
