Interpreting a GPA of 3.0

What's going on, folks? So, I'm seeing that my GPA is 3.0 and I'm not entirely sure what that means in the grand scheme of college admissions. I've heard that 4.0 is the 'perfect' GPA, so is mine considered mediocre, or average, or what? I'm a little lost on how to interpret this.
