Does Penn State offer rolling admissions?

I'm considering Penn State, but I'm not 100% sure if they offer rolling admissions or if the deadlines are hard. Can anyone who's gone through the process fill me in?

Penn State University operates on a rolling admissions policy for their undergraduate admissions process. What this means is that the admissions committee reviews applications and makes decisions as the applications come in, rather than waiting until after a certain deadline.They do, however, have a priority deadline, which is November 30th. Students who apply by this deadline have the highest chance of being admitted to their first-choice campus and program. While applications will continue to be accepted and considered after this date, spaces in certain programs can fill up quickly, and there may be less financial aid available.

Also, it's important to note that certain programs (for example, their nursing program) are in high demand and typically reach capacity during the priority filing period, so it's best to apply as early as you can if you're interested in one of these programs.
