No, you can only apply in senior year, usually the fall term. If you apply as a junior you would be admitted into the fall 2021 school year before you graduate HS. That being said, you can go to the common app ( after you sign up) and open the applications to the schools you like to see and start drafting your essays.

Usually in the fall of senior year is when college application season starts. I would start working on your application this summer to prepare.
