Answered

So let's say you wanna apply for a school-specific scholarship(merit-based) should you apply before getting accepted or do you have to wait until you gain admission?

For school-specific scholarship, you would be considered for any scholarships available at that school when you apply to that school. Most of the time, there won't be a separate application but some might have you write an essay or send a letter of recommendation. For outside scholarship, you can apply to them before being accepted to any school. These outside scholarships will send the scholarship money to the school you chosen to attend. I hope this made sense and helps!

I would say that you should apply for both admission and the scholarship simultaneously. However, it would depend on how competitive it is to actually get into the school coupled with the scholarship deadline. If you are applying to an ivy (for eg) and the scholarship deadline is far away; then I would say wait on an admissions decision first. The last thing you want is for your effort to be wasted.

Most of the colleges will offer you scholarship with admission. However, since some colleges grant both admissions and scholarships on the rolling basis, it might be smart to apply as soon as possible
