How can I best inform colleges of special financial circumstances?
Answered

The FAFSA skews quite high for my family, as it doesn’t take into account private tuition (in our case a necessity rather than luxury), multiple elder support, etc. I read that in such a case, the school should be written to make them aware of this and potentially offer more finaid.

But could anyone share when exactly this writing should take place? Just after the CommonApp submission? After receiving a letter of acceptance/financial aid? Not quite sure.

Not all the schools I’m applying to accept the CSS profile.

You should inform each college's financial aid office of your circumstances right after you submit the FAFSA to them. Email will work best. They will then update your financial aid profile in their system. Hope this helps!
