I’d say as soon as possible! For independent scholarships, you never know what the applicant pool looks like and can therefore not guarantee you’ll get it, no matter how good your application is. I’d suggest applying for as many as possible as soon as possible. This helps guarantee before you attend college that you have scholarship money secured instead of already accepting an admissions offer without knowing if you can actually afford that college. I agree with @woolzine, it is never too early to apply for scholarships, especially because you won't know how many people have already applied for a specific one and it gives you a chance to beat the deadline early on. I use scholarships websites such as Niche.com, Cappex, and Bold.org, and the college or school you apply for may have some scholarships you can go after as well.
