help me with places to consider for college

I am an international student planning to apply for the USA but finding it really difficult due to my limited budget (18k soft cap 25k hard cap) and am currently banking on getting scholarships from whichever university I end up choosing in the end. planning to take computer science.

Stats:

1520 SAT

94% 11th

predicted for 12th probably gonna be around 90% though the actual marks have gone down a bit but they'll probably recover by the time its finals

8.0 IELTS

Won national level hackathon

organizing my schools first national level hackathon

winning national level chess clusters

bunch of public speaking competitions
