Why were colleges so selective this year?

I'm not a senior yet so I wasn't an applicant this year, but it seems like so many qualified people were rejected, and acceptance rates plummeted. I heard this had something to do with schools being test-optional, and the acceptance rates dropping simply because more people felt confident applying since they didn't have to provide a SAT/ACT score, but I'm not sure if that is true or not.
