Counsellor is supposed to submit? I don’t have counsellor, who is supposed to submit? Can I submit or any of our school teacher can ?

If you don't have a counselor your school should still have an equivalent person that should be in charge of that. Who do you go to discuss what classes you will take? If you don't have a counselor that person can probably help you.
