My grades took a hit from covid my sophomore year especially math. Will my poor gpa that year effect my overall GPA all four years and late on college apps?

Unfortunately yes it will. However, showing improvement each year in an upward trend that helps your academic narrative tremendously. So if you had a 3.0 freshman year, then a 3.5 sophomore, and then a 3.7 junior year and 4.0 senior, that looks good to admissions officers.

Some schools like Stanford recalculate your GPA and they only count your 10th and 11th-grade marks. So if you apply to Stanford, you don't have to worry about your 9th grade GPA. I'm not sure what other schools do that but you can do your own research or if someone here knows, that information would be greatly welcome.
