I am an international student. On the Coalition app, can my counselor upload a draft of the report sheet that y school uses for the section that says 'Please upload a document that will allow assessment for student performance'?

This is the prompt for them to upload a final version of her recommendation for you for that particular college. All recommendations are final, and can't be edited by the teachers and counselors once they formally submit them through either the Common App or Coalition App Portal.
Just to be clear, "student assessment" is not a canned report from the school, it's their personal recommendation that should back up your skills, talents, academics and serve as a piece of evidence that advocates for you.
