Will colleges see if you submit your sat or act score (but it's the second time you have taken it)

If I took a test got a 1380, did not submit my score to college or anything. Then in a month I retook and got a 1450, and I submit that one on my application to college. Will colleges see my first score on test?

No, they only see the one you submit. For the ACT, only you choose which scores you show. With the SAT, some colleges ask that you submit all scores.
