I wrote a research paper in economics but it has not been published. I'm an international student. does that make it a good extra curricular activity to add to common app?

I believe it shouldnt be listed as an EC but you can definitely write about it OR upload it as supplemental materials. The specific reason its not an EC is there is little gravitas from saying I wrote a research paper in my free time as there's nothing to show its value or impressiveness.
However if you wrote it together with a professor or researcher or through a program that pairs you with a scientist then yes you can list it.
