I am applying to Cornell for early decision. I have registered for the ACT in December. Will the college accept my December scores for the admission process or is it too late? Also, is there any way to let them know like emailing them?

There is no reason to email Cornell about your Dec. 11th ACT test date because by then 99.99% of all the ED decisions will be accounted for. According to their website, ED decisions come out mid-December which means +/- December 15th. Your Dec. 11th ACT will NOT even be scored by then. According to the ACT.Org website, the scoring window for the Dec.11th test has been extended to a timeframe from 12/17-2/4.
So the bottom line is that no one at Cornell will see your 12/11 ACT test because ED decisions will come out before your ACT test is scored. And if this has an impact on whether you are going to submit an ACT score, you should make this decision before you hit the submit button on 11/1.
If you decide not to apply ED to Cornell, and only RD, then I would write to Cornell to indicate that your 12/11 ACT test is forthcoming and may not get there until 2/4/2022. That's still 2 months before Ivy Day so that will be okay.
