Depends on the college. Some colleges don't have a defer option and those are usually OK to reapply to. However, if you got a flat out rejection, I would say its better to move on unless you have some new compelling extracurricular, but otherwise, I doubt they would take a second look.

The previous answer is incorrect. Once you are rejected in any application cycle from a college, you can not reapply in the same cycle but you may apply to next year's cycle for a different class, say the Class of 2027.

So if you applied to Barnard College ED and were rejected, you can apply to Barnard next year for the Class of 2027 but you can not apply RD to Barnard 1/1/2022 for the Class of 2026.

A college rejection is final for the term you are applying. Deferment is not a rejection by definition. It just means, your application will receive a 2nd read, or 2nd consideration in the larger less competitive RD pool of applicants.

ED outcomes are only Accept, Defer, or Reject. There is no wait-list for ED.

The same goes for EA and SCREA.

I'm sorry you didn't get into your ED school. You can either go to plan B or plan C and apply to a different set of schools by the January deadlines. Or the extreme option would be to take a gap year and re-apply next year to your top choice ED school.
