Most students accepted a elite school put 8-10 extracurriculars on the Common App. As far as tiers go, I really don't think those matter all too much. It may seem bad to have tier 4 activities, but those are seen the most often by college officials. I think if you have to prioritize them, maybe put the higher ones first, but all in all, having a few tier 4's won't hurt you.
