I want to take one or two college courses this summer online. I am interested in art history so that would be fun to learn about. What programs are legit, cheap or free, and will offer college credit or look good in applications?
I would look into taking dual enrollment classes at a community college near you. Because of COVID, most schools probably still offer many online courses. What's great about this is that it's free (most places at least) for high school students, excluding the cost of materials such as a textbook. Since you take them at a college, all of the credits should be transferrable to most universities. (It also looks good to take lots of dual enrollment classes!)
Check with your school to see if they have dual enrollment programs so that can get you started with getting your college credits. If you do it through school you'll be less likely to actually pay for books since it'll all be covered.
Hi, thank you for asking your question! In addition to the options provided below, I would consider looking into summer courses offered on sites such as Coursera and Udemy. These courses can offer certifications in an area of learning. However, note that college courses alone, for no credit, may show interest in your potential major to colleges, but may not be the most effective use of time to increase your chance of admission. Many colleges (or at least more "elite" colleges) have pre-college programs where you can take classes online. They can be expensive but sometimes they offer financial aid.

You can also talk to your counselor about online programs at a local university, sometimes the school will even pay for it. If nothing ends up really working out then doing an online high school summer course or summer school could also be... something. Or, you could even start a Capstone or Independent Study.
