Is it okay to finish PVSA(Gold Award) before high school? Does this make any difference on a college application? Appreciate any insight?

It doesn't make that much of a difference at all. The only way that it could be a problem is if you just completely stop doing extra circulars in High School. Otherwise, this is a great thing to accomplish in 8th grade.
