Duolingo as an EC?

Hi so I started doing duolingos French course because I have always wanted to learn the language and it’s something to do over the summer. My school does not offer French and I was wondering if doing the duolingo course counts as an EC?

Hypothetically you could list it. Here's my take:

(Assuming you are using common app) there are 10 spots for extracurriculars. Are there other extracurriculars that would better fill the space you have? If you have room, I would say yes.

Second, there's no reason not to put it per se, however, unless you have anything tangible about how you've studied French, it's not likely to be a strong extracurricular.

You could list Duolingo as an EC in theory, however, my advice would be to find a group of kids in your community studying French, and create a club or EC based on this commonality. Colleges will look at it better, as not only did you teach yourself a language, but you also took initiative, started a club, and helped to expand the educational opportunities in your local community.
